Explanation
Article 38.1 of the General Traffic Regulations forbids mopeds, animal-drawn vehicles and vehicles for people with reduced mobility on motorways (autopistas) and dual carriageways (autovías). Cars with a trailer are allowed, and so are special vehicles if they can exceed 60 km/h on the flat (Article 38.3).
