Carrying a child between the rider and the handlebars of a motorcycle is never allowed. The rules say that people over 12 may travel as passengers on motorcycles as long as they use the seat behind the rider and do not sit between the handlebars and the rider. So carrying a child between the rider and the handlebars is not allowed.
