On roads outside built-up areas cyclists may ride two abreast on the hard shoulder and, if there is none or it is not usable and wide enough, on the part of the carriageway that is strictly necessary. They must ride in single file on stretches with no visibility, at night or in poor visibility, and when they hold up traffic.
