Correct answer

  • AEl conductor y, si es menor de edad, sus padres o tutores legales. The driver and, if they are a minor, their parents or legal guardians.
Explanation

Under Article 82 of the Traffic Law (Ley sobre Tráfico), responsibility for an offence lies with the person who committed it, normally the driver. If they are under 18, their parents or guardians are jointly liable for the fine. The registered keeper (titular) is responsible, for example, for the vehicle's documents and its inspection (ITV).
