Explanation
According to section 4.2 of Annex I of the RGC, a green light allows you to go through with priority, except in the case of Article 59.1: you must not enter the junction if you are likely to end up stopped, obstructing crossing traffic. Nor does it give priority over pedestrians who are still crossing.
