On a road with one lane in each direction and a hard shoulder, if we want to overtake, what must the vehicle being overtaken do?

The driver being overtaken must keep to the right-hand edge of the carriageway but without entering the hard shoulder, and is prohibited from increasing speed or making manoeuvres that prevent or hinder the overtaking. They will be obliged to reduce speed if a risky situation arises during the overtaking, to help the overtaking vehicle finish the manoeuvre.
