Explanation

Article 102 of the General Traffic Regulations requires you to switch to dipped headlights as soon as you could dazzle someone else. On a bend, the headlights of the vehicle on the inside point towards the opposite lane and dazzle sooner, so it is that vehicle that must switch first.
