In the picture there is a solid line, which prohibits overtaking. You could pass the lorry, but for this to count as passing a stationary vehicle, in which case you may go past even crossing the solid line, the lorry would have to be completely stopped. If the lorry is moving, even at an abnormally low speed, it counts as overtaking, which you may not do.
