In the picture you can see a solid line that prohibits overtaking. It would be possible to pass it, but for this to count as passing, allowing you to go past the lorry even crossing the solid line, the lorry must be completely stationary. If the lorry is moving, even at an abnormally low speed, it will count as overtaking, which is not allowed in these circumstances.
