Under Article 36 of the General Traffic Regulations, vehicles of up to 3,500 kg that, because of an emergency, are driving at an abnormally low speed and seriously disrupting traffic must use the hard shoulder on their right if it is usable and wide enough, or otherwise the part of the carriageway that is strictly necessary.
