A flashing amber light requires drivers to take extreme care and, where necessary, give way. It does not exempt them from obeying other signs that require them to stop, so when it comes with a Stop sign we must stop. A steady (non-flashing) amber light requires drivers to stop in the same way as for a steady red light, unless, when it comes on, they cannot stop safely enough.
