If a car's interior rear-view mirror does not give a sufficient view of the road behind, which rear-view mirrors must it have?

Under Annex III of the General Vehicle Regulations, a car must have the interior mirror and the left-hand exterior mirror. If the interior mirror does not give a view of the road behind, for example because of the load, it becomes optional and a second exterior mirror on the right-hand side is compulsory.
