You may overtake on the right a vehicle that is signalling a left turn, but always on the carriageway. Cars may not drive on the hard shoulder except for emergency reasons (Article 31 of the General Traffic Regulations (RGC)), so using the hard shoulder to overtake is prohibited, whether you go straight on or turn.
