Article 16 of the General Traffic Regulations requires loading and unloading to be done off the road and, when it is unavoidable to do it on the road, expressly prohibits putting the goods down on the carriageway, the hard shoulder or pedestrian areas, even if it is done on the side nearest the edge or without bothering anyone.
