Can the compulsory panel that marks a load sticking out at the rear be replaced by something else?

According to Article 15.6 of the General Traffic Regulations, a load that sticks out at the rear must be marked with the V-20 panel, placed at its rear end. It cannot be replaced by a cloth or by lights: at night or in poor visibility a red light is added, but the panel is still compulsory.
