Main beam can be used as long as we do not dazzle other road users and are not in a built-up area. In dense fog it is allowed but not recommended, because the light beam can reflect off the water droplets in the air. This can dazzle other road users whom we may not see, or even dazzle ourselves. Something similar happens in heavy rain, because the light reflects off the road markings and can be a nuisance. So the best thing is always to use dipped headlights, and the rear fog light, which is compulsory.
