During the day you must have your dipped headlights on when driving in a reversible lane, a temporary extra lane or a lane opened in the opposite direction to normal (Article 104 of the General Traffic Regulations). HOV lanes (VAO) do not require it, and rain only does if it considerably reduces visibility.
