On motorways (autopistas) and dual carriageways (autovías) stopping is prohibited, except in the areas provided for it (Article 94 of the General Traffic Regulations, RGC), and the hard shoulder is not one of them. You may only stop on it in an emergency, such as a breakdown or feeling unwell; stopping to look at the scenery is not allowed, even if the hard shoulder is wide or the stop is short.
