Under the Spanish General Traffic Regulations, drivers must give way to priority (emergency) vehicles using their flashing light, even if they are not using the siren. This is set out in Article 69, which states that other drivers must take suitable steps to let these vehicles through as soon as they notice their signals. So giving way to an ambulance using only its special flashing light is correct.
