Under article 118.1 of the General Traffic Regulations, the only people exempt from wearing a helmet are occupants of motorcycles with a protective structure and seat belts, if this is shown on the vehicle's ITV (inspection) card, and they must then wear the seat belt. From 1 October 2026 the helmet exemption for a medical certificate no longer exists.
