When you are stopped at a stop sign you are still driving, so the ban on using a mobile phone applies (Article 18 of the General Traffic Regulations). You may only communicate without using your hands and without a headset or earphones, that is, with a hands-free system. The fact that the vehicle is stopped for a moment does not change anything.
