A car may not be driven on the hard shoulder to avoid a traffic jam. Since RD 518/2026, only motorcycles may use the right-hand hard shoulder, on stretches that are enabled and signed for it, when traffic has stopped because of congestion, at no more than 30 km/h and in single file (Article 36.3 RGC).
