The sign in the picture, “Recommended maximum speed”, recommends an approximate speed, in kilometres per hour, that you are advised not to exceed, even when weather, environmental, road and traffic conditions are favourable. When it is placed under a danger warning sign, the recommendation applies to the stretch where that danger lasts. Do not confuse it with the “compulsory minimum speed” sign, which requires you to drive at no less than the speed shown on the sign.
