According to Article 101.1 of the General Traffic Regulations, at any time of day, when driving through sufficiently lit tunnels, underpasses and stretches covered by the 'Tunnel' sign, you must have your sidelights and your dipped (short-range) headlights on. It makes no difference that you are in a built-up area or that the tunnel is well lit.
