A personal mobility vehicle is a vehicle, and its rider must follow the traffic rules. Under the General Traffic Regulations (as worded by RD 518/2026), it may not be ridden on pavements (Art. 152.1) or on motorways (autopistas), dual carriageways (autovías) or travesías (stretches of road through a town), and on roads outside built-up areas only on cycle routes, cycle lanes or other roads where motor vehicles are prohibited (Art. 38.4).
