Vulnerable road users are those most exposed to the risk of injury in a road accident. They include: pedestrians, that is, people walking on public roads, such as on pavements, pedestrian crossings and crossing areas; cyclists, whether in cycle lanes, on hard shoulders or on carriageways shared with other vehicles; riders of two-wheeled vehicles, that is, motorcycle and moped riders, who are more vulnerable because they have less protection than people in larger vehicles; and users of personal mobility vehicles, such as e-scooters, skateboards and skates. These users are considered vulnerable because in an accident they have less physical protection than the occupants of larger motor vehicles, which increases the risk of serious or fatal injury. That is why drivers and other road users must pay special attention and take extra care around them.
