Yes. To overtake a cyclist you must move partly or fully into the next lane or the opposite lane and leave at least 1.5 metres of lateral clearance, as long as the manoeuvre can be done without danger (Article 85 of the General Traffic Regulations). Outside built-up areas you must also reduce your speed by at least 20 km/h below the limit.
