According to Annex I of the General Traffic Regulations (section 3.1.1), a steady red light is a delimiting device showing that the carriageway is completely closed to traffic. Prohibiting passage across the imaginary line joining them is the role of yellow lights, and it is the temporary direction panel that also shows the direction of traffic.
