On motorways and dual carriageways (autovías) you may not drive at less than 60 km/h, but Article 49.2 of the General Traffic Regulations allows you to go below that minimum when road conditions make it impossible to keep to it safely. In dense fog you must adapt your speed to the visibility, even if that means a very low speed.
