Article 14(2) of the General Traffic Regulations (RGC) states: 'Materials that produce dust or may fall shall always be carried fully and effectively covered.' This stops dust from spreading on the road and bits of the load from falling off and causing accidents, which keeps the road safe. So the only correct way to carry these materials is fully and effectively covered, not simply in enclosed vehicles or in small containers.
