Under Article 84.2 of the General Traffic Regulations (RGC), if the vehicle in front has signalled that it is going to move to the same side to overtake, you must respect its priority. Only if it does not start the manoeuvre after a reasonable time may you overtake it, first warning it with your horn or by flashing your lights.
