Under Article 154 of the General Traffic Regulations (RGC) (as worded by Royal Decree 518/2026), bicycles and other cycles may only carry passengers if the rider is an adult; children of up to 22 kg who can sit up on their own may travel in additional seats. A 17-year-old rider cannot carry them.
