May a mixed-use vehicle with only the driver on board ever use an HOV lane (VAO)?

Under Article 35.2.a of the General Traffic Regulations (as worded by RD 518/2026), vehicles allowed in the HOV lane (motorcycles, cars and adaptable mixed-use vehicles) may use it even with only the driver on board if they display the V-15 sign or the parking card for people with disabilities who have reduced mobility. Being a novice driver gives no right to use it.
