A moped's fuel consumption at high speed is higher than at a lower speed. This is because at higher speed the air puts more resistance on the vehicle, so you have to press the accelerator more to keep the speed. As a result, more fuel is used. Also, at higher speed the moped's engine works at higher revs, which also increases fuel consumption.
