Under Article 119.2 of the General Traffic Regulations (RGC) (as worded by RD 518/2026), the seat belt exemption in built-up areas is limited to drivers and passengers of vehicles on an emergency call; goods delivery drivers are no longer exempt. Like any driver, they may only drive without a seat belt when reversing or parking (Art. 119.1).
