Under Article 41 of the General Traffic Regulations, if a lane running against the usual direction is opened because of roadworks, all vehicles allowed on that road may use it, including those towing heavy trailers, unless it is expressly forbidden. The restriction to motorcycles and cars applies to lanes opened to improve traffic flow.
