You may not drive a car on the hard shoulder to avoid a traffic jam. Since RD 518/2026, only motorcycles may use the right-hand hard shoulder, on stretches where this is allowed and signposted, when traffic has come to a standstill because of congestion, at no more than 30 km/h and in single file (Article 36.3 of the RGC).
