It is prohibited to drive at an abnormally low speed without a justified reason: on motorways (autopistas) and dual carriageways (autovías), below 60 km/h, and on other roads, below half the general limit for each vehicle (Article 49.1 of the RGC). It is only allowed, for example, with special vehicles or when the traffic, the vehicle or the road make it impossible to go faster without risk (Article 49.2).
