Under Article 119.1 of the General Traffic Regulations (RGC), drivers may drive without a seat belt when reversing or parking; pregnancy alone does not exempt anyone, only a certificate of exemption for serious medical reasons does. Since RD 518/2026 (Art. 119.2), in built-up areas only drivers and passengers of vehicles on an emergency call are exempt; taxi drivers, delivery drivers and driving instructors no longer are.
Read the full rule
