Under Article 155.1 of the General Traffic Regulations (as worded by RD 518/2026), the local authority decides which roads and areas personal mobility vehicles may use. They may not be ridden on pavements (Article 152.1), and Article 38.4 prohibits them in travesías (stretches of road through a town) and in urban tunnels, unless these are cycle paths or roads closed to motor vehicles.
