According to Article 85.4 of the General Traffic Regulations (RGC) (as worded by RD 518/2026), when overtaking cyclists you must take special care not to put them in any danger, and it is prohibited to overtake if this endangers or gets in the way of those coming from the opposite direction, even if they are travelling on the hard shoulder.
